Hamas has agreed to a landmark disarmament plan that would see the militant group surrender its weapons in exchange for a phased Israeli withdrawal from the Gaza Strip, according to an announcement by U.S. President Donald Trump.
Trump disclosed the development on Thursday, describing it as a “historic agreement” reached through the Board of Peace, a body he said brokered negotiations aimed at ending the prolonged conflict in Gaza.
According to the U.S. president, the agreement provides for the complete disarmament of Hamas and all other armed groups operating in Gaza, paving the way for the establishment of a new Palestinian administration and a new security framework for the territory.
“Today, the Board of Peace reached a historic agreement for the complete disarmament of Hamas and all other armed groups in Gaza. This is a monumental step toward lasting peace and security,” Trump said in a statement.
He said the deal would be implemented in carefully structured phases, with Israeli forces withdrawing from Gaza as the disarmament process progresses. Trump added that an International Stabilisation Force would work alongside a newly established Palestinian police force to maintain security in Gaza after the withdrawal of Israeli troops.
According to him, the agreement is intended to ensure that Gaza is governed by “a new Palestinian government” that would work with the Board of Peace while preventing the territory from being used as a launch pad for future attacks against Israel.
“Israel will have the security it deserves, with Gaza no longer used as a base for terror attacks,” Trump stated.
He described the agreement as a major milestone in the implementation of what he called the “Trump 20-Point Plan” for peace in the region. The U.S. president also acknowledged the mediation efforts of Egypt, Qatar and Türkiye, thanking the three countries for their role in facilitating the negotiations.
“I want to thank the mediators—Egypt, Qatar and Türkiye—for their important efforts, and especially my outstanding team, whose tireless work made this historic breakthrough possible,” he said.
Reflecting on the conflict, Trump noted that just a year ago Gaza was engulfed in war, a humanitarian crisis and the continued captivity of hostages. “One year ago there was a violent raging war, humanitarian crisis and hostages kept in brutal captivity. We have made historic progress, and there is still much work to do,” he added.
He further declared that the threat which emerged from Gaza during the October 7 attacks “will not be allowed to rebuild,” expressing confidence that the agreement would usher in a new era of governance focused on the welfare of the Palestinian people.
If fully implemented, the agreement could represent one of the most significant diplomatic breakthroughs since the outbreak of the Israel-Hamas war, potentially reshaping the security and political landscape of Gaza.
However, independent confirmation of the agreement and detailed implementation arrangements had yet to emerge at the time of filing this report. Israeli authorities, Hamas officials and the mediating countries had not publicly released comprehensive details of the proposed framework.
The development comes amid sustained international efforts to secure a lasting ceasefire, facilitate humanitarian relief and establish a political pathway toward long-term stability in the region.
