Enugu State’s extraordinary leap in Internally Generated Revenue (IGR) stands as one of the most impressive subnational success stories in recent Nigerian history, and Governor Peter Mbah has played a defining role in sustaining and accelerating that momentum.
Enugu State has emerged as the standout performer in Nigeria’s internally generated revenue (IGR) landscape, posting a remarkable 1,206.26% growth between 2019 and 2025, according to data compiled by BudgIT from the National Bureau of Statistics (NBS). The state’s IGR surged from ₦31.14 billion in 2019 to ₦406.77 billion in 2025. The highest percentage increase recorded by any state or the Federal Capital Territory (FCT).
This twelve-fold expansion significantly outpaced every other subnational government. Katsina followed with 656.35%, Imo with 606.31%, Gombe with 543.63%, and Jigawa with 416.09%. Even the FCT, which grew by 377.92%, trailed far behind Enugu’s performance.
Nationally, total IGR across all states and the FCT rose from ₦1,635.80 billion in 2019 to ₦5,149.04 billion in 2025, representing an overall growth of 214.77%. Enugu’s rate of increase was more than five times the national average, underscoring the impact of sustained revenue reforms in the state.
While Lagos maintained its position as the highest absolute generator of IGR, recording ₦1,769.19 billion in 2025, percentage growth rankings tell a different story of transformation. States that started from lower bases and intensified collection efforts, led decisively by Enugu, achieved the most dramatic improvements.
Analysts note that Enugu’s leap from a modest ₦31 billion base to over ₦400 billion highlights effective tax administration, expanded economic activity, and stronger compliance mechanisms over the six years.
The data, published by BudgIT, positions Enugu at the centre of Nigeria’s positive IGR narrative, demonstrating what focused subnational revenue mobilisation can achieve.
